How do i make a bottom icon zen for 4.3?

I have plazmic 4.2 and 4.5 but i can't make a custom icon layout. It will not export to 4.2 or 4.3. I have 4.3 on my curve and have seen other themes using a custom layout like this, so how do i build my own?
